The message is loud and clear to a new Mac user. A couple of thoughts come to mind:
1. Apple actually is happy to see you, especially if you are a PC user switching to a Mac. There is a whole section of the Apple site dedicated to people who made the switch.
2. Does Microsoft have the same page, I could not find one?
3. Would the idea even occur to Microsoft and would they take the time, is there a trend of Mac users switching to PC, or is only a one way trip?
